The State of Utah has established a clear approach to health system
reform. The All Payer Database
(APD) was created to provide state-wide
quality and cost measures for episodes of care.
Many policy makers claim to want to "increase
transparency of the
cost of Healthcare", the APD insures compliance
with that directive.
Utah’s All Payer Database is the first in
the country to collect statewide health
insurance claims for the purposes of analyzing
entire episodes of care. An episode of care is
defined as a complete course of care from the
initial diagnosis through treatment and
follow-up. Episode of care analysis will help
the UDOH uncover how limitations in access to
health care may impact costs. For example, data
can identify the cost of caring for newborns
whose mothers had limited or no prenatal care,
in comparison to the cost of caring for newborns
whose mothers had the recommended number of
prenatal visits.
Using components of the software product line,
the APD has been created and is fully
operational, quantifying the costs of health care in
Utah.
